Under the terms of the Regulation for Advanced Computing Projects, published under No. 10\/2022 in the Official Gazette, the allocation of computing resources is made following a competitive process, the terms of which are published through the\u00a0<a href=\"https:\/\/www.fct.pt\/concursos?tab=open&amp;paged=1&amp;type=2\" data-type=\"URL\" data-id=\"https:\/\/www.fct.pt\/concursos?tab=open&amp;paged=1&amp;type=2\" target=\"_blank\" rel=\"noreferrer noopener\">FCT page<\/a>.<\/p>\n\n\n\n<div style=\"height:43px\" aria-hidden=\"true\" resources.<\/li>\n\n\n\n<li><strong>A1 \u2013 Access&nbsp;<\/strong><strong>Development<\/strong>&nbsp;recommended for software performance testing, code optimization, scalability testing,&nbsp;<em>benchmarking, refactoring<\/em>&nbsp;or for short-term projects.<\/li>\n\n\n\n<li><strong>A2 \u2013 Regular Access<\/strong>&nbsp;Recommended for scientific or innovation projects whose team has consolidated prior experience and that require resources on the Deucalion, Cirrus and Stratus platforms.<\/li>\n\n\n\n<li><strong>A3 \u2013 Larger Access<\/strong>&nbsp;Recommended for scientific or innovation projects whose team has consolidated previous experience and that require large amounts of resources on the Deucalion or MareNostrum 5 platforms.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Recipients and Eligibility<\/strong><\/h3>\n\n\n\n<p>The following are beneficiaries, individually or in co-promotion:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>R&amp;D (Research and Development) institutions<\/li>\n\n\n\n<li>Collaborative laboratories;<\/li>\n\n\n\n<li>Technological interface centers;<\/li>\n\n\n\n<li>Science and technology infrastructures;<\/li>\n\n\n\n<li>Science and technology networks and consortia;<\/li>\n\n\n\n<li>Private non-profit institutions whose main objective is R&amp;D activities;<\/li>\n\n\n\n<li>Digital Innovation Hubs;<\/li>\n\n\n\n<li>Other public and private, non-profit institutions that develop or participate in research, development or innovation activities;<\/li>\n\n\n\n<li>Companies that develop advanced computing projects, in research, development or innovation activities.<\/li>\n\n\n\n<li>Individuals operating in Portugal who wish to develop advanced computing projects in any scientific field.<\/li>\n<\/ul>\n\n\n\n<p>Regarding applications from companies as beneficiaries, advanced computing projects must:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>occur within the scope of pre-competitive research and innovation, the goods or services of which that research or innovation are the subject of do not yet have a commercial value attributed to them.<\/li>\n\n\n\n<li>not exceed the total computing budget to be allocated in this competition for all applications of this type.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:29px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Assessment<\/strong><\/h3>\n\n\n\n<p>Under Articles 14 and 15 of the&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20221205074001\/https:\/\/www.fct.pt\/apoios\/Computacao\/computacaoavancada\/docs\/CPCA2022_Regulamento_Projetos_CA.pdf\">Regulation for Advanced Computing Projects<\/a>&nbsp;All applications received will be processed in accordance with the criteria outlined and detailed in the evaluation guide.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>A0 \u2013 Experimental Access<\/strong>&nbsp;and <strong>A1 \u2013 Access Development<\/strong> subject only to administrative and technical validation.<\/li>\n\n\n\n<li><strong>A2 \u2013 Regular Access<\/strong>&nbsp;and <strong>A3 \u2013 Larger Access<\/strong> submitted to scientific evaluation* and administrative and technical validation. *A2 and A3 applications that meet at least one of the following criteria: a) Be associated with project(s) of the PI or co-PI approved with prior evaluation of scientific merit in Advanced Computing Project Competitions (CPCA) in the last 3 years; and b) Each application is associated with a project approved by the PI or co-PI in another competition funded by the FCT in the last 3 years, with that same project being active at the time of the application;<em> &gt;&gt;&gt;&gt; The following are exempt from this new scientific merit assessment competition:<\/em>the.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p>If the previous criteria are not met, applications A2 and A3 will be subject to a new evaluation of scientific merit by \u201cfull means\u201d with external evaluation panels invited by FCT, IP in accordance with the following evaluation criteria:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>S1: Scientific relevance (40%);<\/li>\n\n\n\n<li>S2: Innovation and impact (30%);<\/li>\n\n\n\n<li>S3: Project planning and implementation (30%);<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p>All applications received will be subject to technical suitability validation carried out by the technical teams operating the computing platforms.<\/p>\n\n\n\n<div style=\"height:44px\" aria-hidden=\"true\"
